RTL mode Scollbar appears as LTR and not responding

We are recently suffered in SmartGWT from scrollbar in RTL mode application thee scrollbar appears as it is in LTR mode and not responding

This is likely due to a behavior change in Chrome, which we have already worked around. See these two threads:
