retesting this issue I noticed that in 12.0d and 11.1p (v11.1p_2018-01-10), tabbing into the portal and selecting tiles with arrow keys does not work. Keys only do scroll the portal if it does have scrollbars. I don't know if it should be possible to select tiles here with the arrow-keys once the portal has the focus, but strongly assume so.
Additionally, the max-tile-count silder is after the portal in the tabbing order. IMHO it should come after the search box. Here I don't know if it is a showcase or a framework issue.
Please note that this is very minor for me as I'm not using portals.
