It might be possible to achieve this by customizing the header button (using headerButtonProperties) to invoke 'setCursor()' in response to dragMove events or similar - but this is not something we've got a built in solution for.
We've brought it up with our design team as a possible enhancement for the future. If this is something that you'd like to prioritize, it would likely be eligible for feature sponsorhip. Let us know if you'd like to pursue this and we can get in touch with more details.

ListGrid - re-ordering fields with frozen fields issue
Hey Isomorphic,
I'm looking at your recent build v13.0p_2022-04-13,
and I've noticed that when dragging a non-frozen field to the frozen fields section (or vice versa) - the operation is not supported but we don't have a clear indication for that.
Instead of that, the dragged field just gets back to its original place OR not dragged at all.
I'd expect to see the "not-allowed" cursor in such case.

Do you have any plans to add such indication?
And if not - what is the best way to implement it?
