Is possible to start editing a new skin from EnterpriseBlue theme?

No, EnterpriseBlue is an older skin which pre-dates the Skin Editor, so it is not set up with templates as required for this style of editing.

Even aside from not being able to use them in the Skin Editor, we don't recommend using these older skins in a new application (see Skinning Overview for detailed reasons).

Both Stratus and Tahoe are similar to Enterprise Blue, and the Skin Editor can be used to bring them closer to the look of Enterprise Blue if you wish.
