Is There Any Way to Force Tooltip to Display?

I'd like to force a tooltip (hover/prompt) to automatically display over a toolbar button when a panel is first rendered. Is there any way of doing this?

No, hence the reason it is a tooltip, requires a hover event. You could provide your own hover display which you can dynamically hide and show though.
