Drag a tile out of browser area lost mouse up control

Hi Isomorphic,

From the following Showcase URL,

I dragged a tile till browser header in IE 11 & release mouse button press.
Again moved mouse into browser area and observed that, Tool tip runs along with mouse pointer.

This issue observed only with IE 11 & not observed with chrome.

The issue is reproduced and we have a possible workaround for the underlying browser bug, which is being evaluated for correctness.

A fix for this has been committed to SGWT 5.1p/SC 10.1p and newer releases, and it will be in the nightly builds dated 2018-03-08 and beyond.
