Please try the next nightly build dated Sep 20 or above to pick up the change

I am having similar issues in Windows 10 Enterprise running Chrome Version 77.0.3865.90 (Official Build) (64-bit) - even at 100% zoom level:

Yes, Windows zoom-level has been set to 125%. No issue if set to 100%.

This suggests you've increased your general Windows zoom-level from the default 100%. Can you confirm that?
