Hi Isomorphic,
I have checked it again and it is happening vice versa as you have mentioned. I am able to scroll it when "use desktop site" is checked and not able to scroll when it is unchecked.
One more thing, we have tried this version -12.0-p20191102 also and same issue exists there.

In short, we are aware that when the "request desktop site" option is enabled in Chrome on touch-interface devices this introduces some problems with SmartGWT pages.
There are two obvious effects:
1) The desktop version of the UI will be delivered, meaning that you'll see things like desktop-style scrollbars on scrollable components, and adaptive components like the SplitPane will render using the desktop layout
2) There is a problem with event handling whereby drag events are not properly handled. This in turn means you can't drag the scrollbar thumb on a scrollable component.
The second issue is a bug.
The first issue is more ambiguous -in order to respect the user's preferences, it is appropriate for us to serve the desktop interface for splitPanes, etc when "request desktop site" was checked by the user.
However some of the UI, including support for native touch-scrolling may make sense to serve in this mode, since this is a touch-screen interface.
We do have a developer working on this and will follow up here when we have a resolution.
However, can you confirm that the problem you're reporting is indeed occurring with "use desktop site" enabled?
Also, in our testing environment this option is unchecked by default, meaning a user would have to enable it explicitly to run into this problem.
Can you confirm whether that's also your experience?
