Can Notification set displays on selected user/s

Is there a way to set the Notifications, that should display only for the selected users not for all users?

We’re not sure what this question means. You can either call or not call the Notify API, according to your application logic; nothing is forcing you to call such APIs unconditionally.

If you meant something else, please clarify.
