1) make sure you can see SVG icons in the public Showcase to eliminate something weird about your particular computer
2) same test, but run the Showcase locally, to eliminate something weird like SVGs sourced from a localhost URL are being blocked
3) try any other machine, pointing to your app

Please confirm whether the SVG sprite-file, stockIcons.svg, is at the location specified in that link - if it is, check your network tab to see if it's being loaded successfully.

2. It is upgrade from 6.1 to 14.0
3. Path:
<span style="width:100%; height:100%; display:grid; place-items:center;"><svg xmlns="http://www.w3.org/2000/svg" xmlns:xlink="http://www.w3.org/1999/xlink" style="width: 16px;height: 16px;"><use xlink:href="http://localhost:8080/harmony/sc/skins/Shiva/images/stockIcons.svg#date_range" href="http://localhost:8080/harmony/sc/skins/Shiva/images/stockIcons.svg#date_range"></use></svg></span>

1) Are you using the Shiva skin unchanged, as it comes with the framework? If not, you'll need to take the latest version of the skin.
2) clear your browser caches - particularly if you were using 13.1 with Shiva before
3) let us know what path one of those images thinks it's pointing at
Then, of course, the standard stuff - your browser and OS
