Frameworks are not accessible or inaccessible, only applications are. You have to do many things right in application design for the result to be an accessible application.
That said, SmartClient components automatically use WAI roles for screenreader support (again, assuming everything is also done right in the application).
Also bear in mind, there are guidelines for content and separate but overlapping guidelines for applications, so make sure you apply the right ones.
