visualbuilder - FileItem is missing

in visual builder there is only the UploadItem, it seems a bit strange because the docs says it's for Upload without the SmartClient Server.
Instead the FileItem and MultiFileItem are missing.

You're right, there's no reason for UploadItem to be in the palette, we've switched it. Note that the item is still titled as "upload" in the palette since that's going to be more recognizable for people unfamiliar with the actual class names.
