cross field validation on fetch data

i trying to make disable a form field based on change value of another field of the same form. And this should happen on call fetch on that form.i mean their is no user intraction or event occure by user click or select or changed on any field.

this like cross field validation on fetch based on data comming in response on fetch.

Even we are running into same issue, please suggest how this can be achieved. Basically we wish to invoke a field level function after fetchdata from a datasource.
