using v11.1p_2018-05-05 it is working again for me in FF26, GC65, GC66, IE11, IE Edge.
Is there a reason that this seemed to happen only for me?

What about the other warnings? I assume they are safe to ignore?

Yes, the warnings are harmless, but is being fixed in the next few days.

In terms of the other issue, I don't think it happened only for you, but the error would only occur when the Developer Console is being without the file it is trying to access (developerConsoleOperations.jsp) - which is present in the SDK and probably in most people's dev setup, but typically not in production of course.
