It seems numberUtil_groupingSymbol has wrong value ...
It should be a ' ' (space), but now it has setted to '' (empty string).
As a results application has a problems with locale numbers (localeInteger, localeFloat).
During debugging I have found that real value of groupingSymbol is comma. So decimal separator is comma, and group symbol is comma too...
