13.0d Vertical scrollbar drag handle not centered

please see this screenshots of 13.0d Tahoe vs 12.1p Tahoe - it seems that the scrollbar handle is not horizontally centred. This seems to affect only vertical scrollbars.

having a look at it again it seems more like the scrollbar itself is moved too far to the right and then it's overflow is hidden.

This was tested with FF86.0.1/Win10 and seems to be less so with Chromium 89/Win10. Here I noticed it only for the samples scrollbar, not for the ListGrid.
