isc.XMLTools is null or not an object error

I have installed SmartClient and want to use the JS library within it.
I have started the “start_embedded_server.bat” after installing JDK.
I am able to open the
http://localhost:8080/docs/resources/explorer.html

But it gives an error on the page
“isc.XMLTools is null or not an object error”

Please help.
