This was sent to me by our QC team and I don't have an answer for them. We are using SmartClient Version: v12.1p_2021-02-23/Enterprise Deployment (built 2021-02-23), but I can replicate the behavior on the Feature Explorers for both 12.1 and 13:

The steps to reproduce are:
- Click the add file (+) button. The file selection popup should display.
- Click "Choose File" button. Select a file to attach.
- Click the "Cancel" button.
- The "Files" list on the main page does not show a file in it. This is expected.
- Add a "Title" and click the "Save Form" button.
- The file uploads and it is saved.
I could find no way to alter the behavior of the popup window.
Any help would be appreciated.
